Covering white areas

As part of the renewal of radio frequency block allocations in the bands 900 MHz and 1800 MHz, CTU imposed an obligation on their holders to improve mobile signal availability in locations, or basic residential units ("ZSJ"), where mobile signal availability is insufficient. As part of this obligation, each of the holders of these block allocations is obliged to cover 500 ZSJ with a mobile signal, while in 200 of these ZSJ it is obliged to build the new passive infrastructure needed to ensure coverage. In the remaining 300 ZSJ, the block allocation holders may share the necessary passive infrastructure. To enable compliance with this obligation, which must be ensured gradually until 31 December 2030, CTU has prepared the following:

A list of ZSJ which, in its assessment, were not sufficiently covered at the time of the review of whether there are still grounds for limiting the number of rights in the bands 900 MHz and 1800 MHz. This list has been published as an annex to the Conclusions of the Review of whether there are still grounds for limiting the number of rights to use radio frequencies in the bands 900 MHz and 1800 MHz, published on 13 May 2024 on the CTU's website (the Conclusions) and is also included in the terms and conditions of the newly issued relevant radio frequency block allocations.

Basic list of ZSJ to be covered (only in CZ)

Additions to the list following a published call for applications from municipalities that have applied or continue to apply for improved coverage of the ZSJ that make up some of their parts. For these applications, CTU shall carry out a verification of the actual situation on a step-by-step basis and, if it verifies by measurement that the coverage of the population by the signal of the public mobile networks is not higher than the 97% required to meet the established criteria, it shall decide on the inclusion of these ZSJ in the list for compliance with the above mentioned obligation. This list shall be continuously updated.
