Outputs from data collection on electronic communications networks

CTU performs by its Electronic data collection (ESD) system a regular annual data collection on the existing electronic communication networks allowing the provision of internet access service with different speed cathegories. The data is sorted geographically according to address points as defined in the Register of territorial identification, addresses and immovable property (RÚIAN). CTU collects data disposable to 31 December of the year.

It is based on the BEREC Guidelines on Geographical surveys of network deployments (BoR (20) 42). Undertakings report coverage of address points with a so-called disposable connection for internet access services for each of the relevant technology categories (FTTH, FTTB, xDSL, CATV, wireless technologies in licenced or non-licenced bands), sorted according to the effective and maximum achievable speed of the internet access service from 2 Mbit/s to 10 Mbit/s, from 10 Mbit/s to 30 Mbit/s, from 30 Mbit/s to 100 Mbit/s, from 100 Mbit/s to 300 Mbit/s, from 300 Mbit/s to 1 Gbit/s, and above 1 Gbit/s.

The division of individual speed intervals may not be the same in each period (year).

The data is also used by the Ministry of Industry and Trade (MPO) to define intervention areas to which subsidy for the deployment of electronic communications networks should be directed. More information on the determination of intervention areas can be found on the MPO website or on the Broadband Competence Office website.

CTU uses the collected data for its activities, in particular for market monitoring and analysis, inspection, international reporting, and the performance of state statistical services.

CTU aggregates the obtained data on address point coverage (within the published outputs) according to need into higher regional units, starting with the so-called basic residential units (ZSJ).

Detailed information on the coverage of electronic communications networks enabling internet access at a fixed location at the address points is published by CTU on its visualisation portal - VPortal.

Additional note: Prior to 2022, CTU determined the so-called colour marking of each ZSJ in its published outputs, which expressed the level of coverage by the relevant infrastructure. The colour character was determined by the ratio of number of address points with at least one disposable NGA connection (30 Mbit/s and higher) to all address points in the ZSJ. If this ratio was lower than 50%, ZSJ was marked as "white". If the ratio was higher, CTU investigates the number of undertaking which cover the relevant number of address points in the ZSJ. If the number of such undertakings equals to 1, the ZSJ was marked as "gray". In all other cases the ZSJ is marked as “black”.
