Methodology for determining prices for access to optic fibre infrastructure

CTU as an independent regulatory authority in the field of electronic communications and in order to promote competition and improve conditions for investment in high-speed connections, has developed a cost model for setting wholesale prices for access to optic fibre infrastructure, including a methodology.

The aim of the model and the accompanying methodology is to specify the procedure for calculating the prices related to the use of the optic fibre access network in the infrastructure sharing regime at the wholesale level for the case of negotiations between the owner of the infrastructure and a potential tenant and, in particular, to enable the stakeholders to use this methodology as a guide in commercial negotiations on the terms and conditions of contracts for access to the optic fibre infrastructure.

The model itself provides reference values for each input to help determine reasonable costs.

CTU does not consider the developed methodology and model to be an unchanging document but expects that further adjustments and refinements to the methodology will be made on the basis of practical cases.

Stakeholders were consulted on the draft methodology and pricing model.
