BEREC seeks input for the development of guidelines on the implementation of GIA
On 12 November 2025, the Gigabite Infrastructure Act (GIA) shall come into effect - Regulation (EU) 2024/1309 of the European Parliament and of the Council of 29 April 2024 on measures to reduce the cost of deploying gigabit electronic communications networks, amending Regulation (EU) 2015/2120 and repealing Directive 2014/61/EU (Gigabit Infrastructure Act) – to facilitate and encourage the deployment of very high capacity networks by promoting the sharing of existing physical infrastructure and facilitating the more efficient deployment of new physical infrastructure. This Act will fully replace the existing European directive, which was transposed in the Czech Republic by Act No. 194/2017 Coll., on measures to reduce the costs of deploying high-speed electronic communications networks and amendments to certain related acts.

BEREC - the Body of European Regulators for Electronic Communications - has been mandated by the GIA to develop two guidelines for its implementation: the Guidelines on the coordination of civil works (Article 5) and the Guidelines on access to in-building physical infrastructure (Article 11).
As BEREC wants to prepare the guidelines in the best possible way, it has decided to build on input from stakeholders. BEREC therefore now invites responses to the background questionnaires. These are available on BEREC website at following links:

Guidelines on the coordination of civil works (Article 5)
These guidelines are to be issued after consultation with stakeholders, which include public sector bodies that own or control physical infrastructure (e.g. municipalities) and network operators (telecommunications, energy and transport). -
Guidelines on access to in-building physical infrastructure (Article 11)
These guidelines are to be issued after consultation with stakeholders, primarily owners of indoor cable infrastructure and operators of electronic communications networks.
The questionnaires can be completed by 20 September 2024.
