The role of CTU in the area of the state statistical service

CTU performs the state statistical service pursuant to Section 108(1)(v) of the Electronic Communications Act and pursuant to Section 36a(1)(i) of the Postal Services Act and it is the authority of the state statistical service pursuant to Section 3(5) of the Act on the State Statistical Service.

Legislation relating to the state statistical service

Within the national statistical legislation, the basic legal act is the Act No. 89/1995 Coll., on the State Statistical Service.

Furthermore, European legal acts are binding for the performance of the State Statistical Service, namely Regulation (EC) No 223/2009 on European Statistics and Regulation (EC) No 557/2013 on European Statistics as regards access to confidential data for scientific purposes.

The cornerstone of the common framework for quality of the European Statistical System is the European Statistics Code. It is a self-regulatory instrument based on sixteen principles relating to the institutional environment, statistical processes and statistical outputs. For each of the principles, a set of best practice indicators and standards has been developed to provide guidance and benchmarks for reviewing how the Code is applied in practice, thereby increasing transparency within the European Statistical System. The main principles include in particular professional independence, impartiality and objectivity, relevance, accuracy and reliability, timeliness and punctuality, consistency and comparability, accessibility and clarity.

The statistical authorities, which include the Statistical Office of the European Union (Eurostat), the national statistical institutes and other national authorities responsible for the development, production and dissemination of European statistics, have undertaken to comply with this Code.

Data collection

CTU collects data for the exercise of its competences through the Electronic Data Collection application. Data collection is carried out on the basis of the provisions of Section 115(1) of the Electronic Communications Act and Section 32a of the Postal Services Act and in accordance with Decree No. 52/2022 Coll., on the technical and organisational conditions for the use of software application and electronic form for data collection in the field of electronic communications.

The relevant data collected are also used for the performance of the national statistical service. The scope of data transmitted to the CZSO in the framework of the performance of the state statistical service is defined by the contractual agreement on data transmission between CTU and the CZSO and includes only selected data from all data collected in the forms.

More detailed information on the data collection carried out by CTU is published on CTU's website with a distinction for the electronic communications sector and for the postal services sector. This website also contains form templates for data collection (in Czech language only) which show the scope and a description of the data to be collected. The CTU's website also contains guidance information on how to complete the forms and frequently asked questions from users. To facilitate the completion of the forms, data from external systems, such as the basic registers, are also used, in particular the code lists of territorial units including hierarchical links from the Register of Territorial Identification of Addresses and Real Estate (RÚIAN, in Czech language only).

Data protection

The data CTU collects within its activities, including for the purposes of the State Statistical Service, protects against misuse in accordance with the law. Pursuant to Section 115(9) of the Electronic Communications Act and Section 32a(5) of the Postal Services Act, CTU is obliged to protect information, documents and data submitted by the obliged person in the context of statistical surveys from misuse. Pursuant to the provisions of Section 77 of Act No.234/2014 Coll., on the Civil Service, employees of CTU are obliged to maintain confidentiality of the facts they have learned in the performance of their duties, which cannot be disclosed to other persons in the interest of CTU. These obligations of the employees are also specified in the internal regulations of CTU and the CTU´s employees , who are entrusted with the performance of the State Statistical Service, must sign the 'Record of entrustment for work with protected data'.

Data outputs and related information

Data outputs at national level

On the basis of the collected data, CTU regularly publishes data outputs with data on the electronic communications market and the postal services market through the CTU's Open Data (in Czech language only). Each of the outputs can be saved in a data-processing format (CSV or XSLX). Information on the coverage by the infrastructure for the Internet access service at a fixed location is published on the visualisation mapping tool VPortal.

In accordance with the data protection rules, CTU also transmits the required data obtained in the framework of regular data collection from obliged persons in the field of electronic communications and postal services to international institutions, which subsequently process their statistical summaries to enable comparisons on a supranational scale. Public administration services

In connection with the requirements of Act No. 12/2020 Coll., on the right to digital services, as amended, the CZSO has defined so-called public administration services. Public administration services are understood to be activities provided by the CZSO to the recipient of the service in such a way that they bring the recipient a benefit or fulfil a legal obligation. In cooperation with CTU, among others, the CZSO has prepared so-called detailed descriptions of services, which concern both the acquisition of data for statistical surveys and the publication and provision of statistical information. These detailed service descriptions (available on the Public Administration Portal) are as follows:

Detailed descriptions are used to inform service users. They are a source of information for citizens and undertakings about whether a service applies to them, what they need to do to access it, and how and where they can do so.
