Electronic data collection (ESD) - postal services
Legal authorisation and purpose of data collection
The CTU's authorisation to collect data in the area of postal services derives from Section 32a of Postal Services Act. According to this provision, the postal services operator is obliged to provide the CTU, upon written request, with complete and truthful information, including financial information, data and documents necessary for the performance of the activities for which CTU is competent under this Act, within a specified time limit, form and scope.
The provisions of Section 32a(3) of the Postal Services Act require operators to submit data to CTU for the purposes of infomation collection via the Electronic Data Collection software application ("ESD system") on an electronic form, unless the request for information provides for another form of provision.
CTU also collects information from providers of parcel delivery services pursuant to Section 35a of Postal Services Act in accordance with Article 4(3) of Regulation (EU) 2018/644 of the European Parliament and of the Council on cross-border parcel delivery services in the same manner pursuant to Section 32a of the Postal Services Act.
CTU uses data collection via ESD for the performance of the state statistical service, forwards the obtained information to international organisations, and European institutions, most often the European Commission or the EU bodies.
The obligation to submit the requested information to CTU is fulfilled by submitting the forms exclusively in electronic form via the ESD system, i.e. not by submitting them in paper form or via electronic mail.
Information about the ESD system and how to register
The ESD system is an information system of CTU with secure access used for the transmission of required information from postal services operators and parcel delivery service providers (obliged persons) via assigned electronic forms. They offer a user-friendly way of filling in, enabling automatic checks of completed fields, their summarisation and other functionalities.

The ESD system is accessible only to registered users. Forms are assigned only for the period following the date announced by the operator as the start date of providing or ensuring postal services.
The procedure for obtaining access to the ESD system for an "authorised person" who acts on behalf of an obliged person is as follows:
The first step is to fill in the application form for access to the ESD system, which is available on the homepage of the ESD system on the above mentioned website.
The completed application in PDF format is necessary to be downloaded and sent via one of the means listed below:
- electronically to the CTU data mailbox (the signature of the person authorised to act on behalf of the obliged person is replaced by sending via the obliged person's data mailbox):

After receipt of a correctly and fully completed application at CTU, access to the ESD system will be activated for the applicant - authorised person. The ESD system will inform about the activation to the e-mail address indicated in the application for access to the ESD system, or by SMS message if the applicant has chosen this method of communication in the application.
After activating access in the ESD system, the authorised person can create and subsequently administer the access for up to 3 so-called designated persons, who can only fill in and submit the forms.
Changing the authorised person for the ESD system can also be done through the Application for access to the ESD system.

The obliged person is always informed about allocation of a new form by the ESD system via an e-mail (or SMS) sent to the contact address of active users registered in the ESD system (in the role of authorised or designated person).
CTU manages the obtained data in accordance with the legal regulations, with particular emphasis on the correct handling of personal data and data representing business secrets.
Questions about the transmission of information, data and documents through the ESD system shall be addressed to CTU via the email address monitoringtrhu@ctu.cz.
Login to the ESD system is possible only through the Citizen Identity Portal for citizens of the Czech Republic and for citizens of countries that have implemented Regulation (EU) No 910/2014 of the European Parliament and of the Council of 23 July 2014 on electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93/EC (eIDAS Regulation).
In order to successfully log in to the ESD system, it is necessary to give consent to the use of identification data (in the case of citizens of the Czech Republic, at least surname, first name, document number and type of document or surname, first name, date of birth and address of permanent residence) after being redirected to the Citizen Identity Portal (from the homepage of the ESD system).
Citizens of countries that have not implemented the eIDAS Regulation log in to the ESD system using a login and password.
