What is the comparison tool used for?

The purpose of the comparison tool is to provide consumers, i.e. natural persons not pursuing a business, with information on the available services. Based on the consumption demand entered by the user on the home page of the comparison tool, the services are then ranked by price. These services can then also be compared and sorted according to selected quality parameters.

Why do you have to register?

Registering a user account is the first step in filling in information about the services the undertaking provides to consumers. The obligation of undertakings to provide CTU with information on these services is based on Section 66a(4) of Act No. 127/2005 Coll., on Electronic Communications. The registration process includes verification of the registered user's authorisation to fill in information on the services provided on behalf of the relevant undertaking.

How do you register?

There are two ways to log in. The first way is to register by using the unique link that CTU sends to the contact e-mail for the Evidence of Undertakings, if the undertaking has indicated this contact when notifying communication activities. If the undertaking has not provided this contact, you can register directly at: https://srovnavac.ctu.gov.cz/registrace. You will then receive a generated pdf form at the e-mail address provided during registration, print it out. It shall be signed by the person authorised to act on behalf of the undertaking. Send it back to CTU by one of the methods indicated on the form. The registered accounts will then be activated immediately, and you will receive an automatic confirmation of the activation of your user account.

Where do you log in to your activated user account?

You can log into your activated user account at https://srovnavac.ctu.gov.cz/admin.

Why I can't register multiple accounts with multiple entities with one email address?

The email address serves as a username for logging into the comparison tool. Each username must then be unique in this system, i.e. it must not be repeated for multiple user accounts.

Who needs to register?

Undertakings offering at least one of the following electronic communications services to consumers must register: mobile tariff and prepaid services (calls, SMS, data), mobile internet (i.e. internet to laptop or tablet), calls at a fixed location – PSTN and VoIP telephony using geographical telephone numbers, internet at a fixed location – connection at a fixed location, using different technologies (e.g.: xDSL, FTTx, CATV, WiFi), TV – services provided to consumers against payment.

Who does not need to register and transmit information to the comparison tool?

Undertaking which provides exclusively non-public electronic communications services or undertaking which offers services exclusively to business entities, whether legal or physical. Undertaking which is currently interrupted does not need to register either.

Do I have to pass on information when filling in forms for electronic data collection?

Yes, you must. As part of the electronic data collection, overall statistical data on the business of the relevant entity are collected, e.g. number of participants, number of minutes called, sales, etc. The information collected under the comparison tool relates to the parameters (price, speed, free units, etc.) of the specific service offered by the undertaking.

How to correctly fill the data into the comparison tool?

All information on how to fill in the data can be found after logging into the user account in the Documents section, specifically in the documents SN CTU – Description of data exchange for Operators and Annex 1 - Acquired service parameters and their description, where the individual indicators are explained, including an example of their filling in.

The data can be filled in either manually directly in the user account via the Coverage, Services and Bundles tabs on the top bar or by importing CSV files that are available for download in Annex 2 on the user account homepage.

How to correctly fill geographical availability in the comparison tool?

When you manually fill in the data in the user account, click on the ‘Coverage’ tab and then on ‘Create Coverage’. In the newly created form, you first enter the code of the created group (e.g. xDSL, FTTx, WiFi, Coverage 1, Coverage 2, Site name) and its name (it can match the code or it can describe the content of this group instructively to make the undertaking better oriented). You save the created group and then manually start adding areas where your services are available. Together with specific address points, you can also add streets, parts of municipalities or entire municipalities. Decree No. 582/2020 Coll., which defines the method of transmitting information, stipulates that you can add a whole municipality or a whole street to a group if you can provide the service to which you subsequently assign this group to at least 75% of the address points of that municipality or street. However, this percentage also includes address locations where the service is currently not available, but you are able to set it up within 30 days of the user's order.

If all your services are available in the same geographic area, create only one geographic group and assign it to all services. If you have a different portfolio of services, e.g. for the WiFi network and for the FTTx network, create two geographical groups – one covering the availability of WiFi services and the other for the FTTx network.

Why is it not possible to specify the availability of the "Whole Czech Republic" when I have a contract with CETIN?

Services provided on the CETIN network are not available in the whole territory of the Czech Republic, i.e. at all address points or in all municipalities in a way that would meet the condition of 75% availability in a given municipality pursuant to Decree No. 582/2020 Coll. The largest geographical area subject to the 75% availability conditions, is the municipality, not the region or the whole Czech Republic.

How often do I have to fill in the data in the comparison tool?

The frequency of filling in the data depends on the frequency of changes in the offer of services and their availability.

Why does the overview of tariffs or comparison results on the public part of the comparison tool show a different base price than the actual tariff price entered in the comparison tool?

The basic tariff price can be displayed in two modes. Either as an average price per month, which takes into account not only the standard tariff price, but also the amount and duration of the promotional price offered by the undertaking to new customers, or as a price for the first month, which shows only the promotional price valid for the first month. Thus, if you specify the amount of the promotional price and the duration of its application, the comparison tool displays the average monthly price for the first year in the first case. In the latter case, it will show the price of the special offer.

What does the additional purchase shown to the tariff consist of in comparison results?

The calculation always takes into account the tariff of the service, i.e. sometimes it may happen that the number of free units you enter for the service is not sufficient to cover the real consumption that the user enters in the input form of the comparison tool. In reality, the call does not end exactly after the tariffication period has been exhausted, but the user terminates the call at any time during the last tariffication period, which, however, is charged in full. For example, a customer with a real consumption of 100 minutes must purchase an additional 17 minutes in addition to the tariff with 100 free minutes and 60+1 tariffication, which are usually already charged by the unit price (or by purchasing additional free minutes). The final price is therefore also made up of internal calculations by CTU based on data from operators, but the results are essentially the same as publicly available data.

Another factor that increases the additional purchase of the service is traffic abroad, both for voice calls and SMS. The preset user profiles in the input form of the comparison tool take into account the behaviour of the average consumer, i.e. including a small part of the traffic abroad. The specific amount of traffic to each direction can be set by users in the input form under the ‘Custom’ tab. If the international traffic is not entered here, it will no longer be taken into account. If international traffic is not specified here, it will no longer be taken into account.

What is the difference between a service and a bundle?

When filling in the data, the service is available separately, while on the ‘Bundles’ tab you fill in only the data on the units that can be purchased for the service. The bundle is therefore only additional purchase to the service, it is not separately available (e.g. additional purchase of other mobile data after the basic volume of the service has been exhausted or additional purchase of the thematic programme package to the basic TV tariff).

Top
