PRESS RELEASE: Postal licence was granted to Česká pošta
Prague – 28 August 2024 - In the selection procedure, CTU Council granted a postal licence for the period from 1 January 2025 to 31 December 2029 to Česká pošta, s.p. Česká pošta, s.p. was the only applicant for a postal licence and submitted its application in the selection procedure launched by CTU Council on 29 April 2024. The application met all the conditions of participation and requirements set out in the selection procedure. CTU Council therefore granted the postal licence to Česká pošta, s.p. for the period from 1 January 2025 to 31 December 2029 by its decision after having assessed all relevant facts.
On the basis of the granted postal licence, Česká pošta, s.p. shall ensure the availability of these universal services throughout the entire territory of the Czech Republic through a network of at least 2,900 establishments:
- the service of delivery of postal items up to 2 kg nationally for postal items whose dimensions do not exceed 35.3 x 25 x 2 cm and weight does not exceed 1 kg; the service of the delivery of postal items up to 2 kg abroad;
- the service of delivery of postal parcels up to 10 kg abroad;
- the service of delivery of money by means of money order;
- the service of delivery of registered items;
- the service of delivery of insured item;
- the service of free delivery of postal items up to 7 kg for visually impaired persons;
- the services which must be provided on the basis of the obligations arising from the membership of the Czech Republic in the Universal Postal Union, except for the service of delivery of printed matter bag and universal foreign postal services for printed matter bags.
As in the previous period, the delivery of postal parcels up to 10 kg nationally and the delivery of postal items up to 2 kg nationally for postal items with dimensions exceeding 35.3 x 25 x 2 cm or a weight of 1 kg were not imposed as an obligation to provide the universal service. The results of the review showed that the provision of these services is provided on the market under conditions comparable to the requirements under the Postal Services Act on a commercial basis. Nor was there imposed a new obligation in the case of the so-called printed matter bags, where the main reason for not imposing is the change at the level of the Universal Postal Union, when this service was moved from the scope of mandatory universal services listed in Article 17(2) of the Universal Postal Convention to optional supplementary services. There is therefore no need to impose an obligation for these services.
