Single information point
On 12 May 2026, Regulation (EU) 2024/1309 of the European Parliament and of the Council on measures to reduce the cost of deploying gigabit electronic communications networks, the Gigabit Infrastructure Regulation, became fully effective. The Regulation establishes a single European framework to facilitate and accelerate the deployment of very high capacity electronic communications networks and aims to reduce the cost of deploying such networks, enhance the predictability of the investment environment and promote a more efficient use of existing physical infrastructure. The Regulation replaces the provision in Directive 2014/61/EU of the European Parliament and of the Council of 15 May 2014 on measures to reduce the cost of deploying electronic communications networks (BCRD).

Land Access AgreementsPursuant to Article 3(2) of the GIA, legal persons who are primarily active as tenants of land or holders of rights over land, other than property rights, on which facilities are planned to be or have been installed with a view to deploying elements of VHCNs, or manage lease contracts on behalf of land owners, and operators, should negotiate in good faith access to the land, including the price, which where appropriate should reflect market conditions in compliance with national contract law. The above-mentioned entities shall inform the Office of the conclusion of the agreements in question, including the agreed price.
