With the entry into effect of Act No. 194/2017 Coll., on measures to reduce the costs of deploying high-speed electronic communications networks and on amendments to certain related acts (Act No. 194/2017 Coll.), Directive 2014/61/EU of the European Parliament and of the Council of 15 May 2014 on measures to reduce the costs of deploying high-speed electronic communications networks (BCRD) was transposed into the Czech legislation, whose aim is to establish minimum rights and obligations applicable throughout the European Union with the intention of facilitating the deployment of high-speed electronic communications networks and inter-sectoral coordination.

As of 12 November 2025, some parts of the BCRD (and therefore also the relevant parts of Act No. 194/2017 Coll.) are replaced by Regulation (EU) 2024/1309 of the European Parliament and of the Council of 29 April 2024 on measures to reduce the costs of deploying gigabit electronic communications networks, amending Regulation (EU) 2015/2120 and repealing Directive 2014/61/EU (Gigabit Infrastructure Act).

CTU is a single information point and authority for resolving potential disputes pursuant to Act No. 194/2017 Coll. and the Gigabit Infrastructure Act.

To comply with Articles 5 and 11 of the Gigabit Infrastructure Act, BEREC, in cooperation with the Commission, has developed guidelines, which are available here for Article 5 and here for Article 11.
