PRESS RELEASE: CTU has evaluated applications for the selection procedure for providers of special prices within the universal service.

Prague, 24 September 2025 – CTU assessed and evaluated applications submitted in the selection procedure for the service - provision of special prices for persons with special social needs. All existing providers of special prices, i.e. T-Mobile Czech Republic a.s., Vodafone Czech Republic a.s., O2 Czech Republic a.s., and PODA a.s., applied in this selection procedure. All applicants met conditions for participation in the selection procedure, and their offers met requirements set out in the selection procedure. CTU will therefore impose the obligation to provide this partial service as part of the universal service on all the above-mentioned companies, as it has been so far.

"I am glad that we can continue with this form of support for disabled and disadvantaged fellow citizens, which I find very beneficial. It is also positive that eligible users will continue to be able to choose from a range of offers, services, tariffs and, in particular, providers," said Marek Ebert, CTU Council Chairman.

The aim of the selection procedure was to ensure that persons with special social needs have access to publicly available electronic communications services at preferential prices. Special prices apply to both fixed and mobile access to internet, as well as fixed and mobile voice services, in compliance with the Electronic Communications Act. The price discount is CZK 200 per calendar month, and is designed for persons with disabilities and persons with low incomes, see: https://ctu.gov.cz/en/detailed-information-discount-request.

The new decision applies to the provision of special prices from 1 January 2026 to 31 December 2028. CTU will impose obligations on individual providers who applied in the selection procedure so that there is no interruption to the existing provision of the service with a price discount (concession).
