In the context of universal service, CTU has issued a decision imposing an obligation to provide persons with special social needs pursuant to Sections 44 and 45 with a choice of prices or price plans that differ from the price plans provided under normal commercial conditions, so that these persons can access and use partial services pursuant to Section 38(2)(a) and (b) of the Electronic Communications Act, not only at a fixed location (Section 38(3) of the Electronic Communications Act).

The obligation to provide special prices is imposed on O2 Czech Republic a.s., T-Mobile Czech Republic a.s., Vodafone Czech Republic a.s. a PODA a.s.

Since the obligation to provide special pricing is imposed on several undertakings, CTU maintains a list of persons to whom special pricing has been granted and is provided in order to prevent double use of the price advantage (see Section 38(5) of the Electronic Communications Act).
