Monthly Monitoring Report 4/2024: Selection procedure for postal licence holder launched; obligations of online platform providers under the DSA

Prague, 29 April 2024 - The April monitoring report focuses mainly on the launch of the selection procedure for the postal licence holder. Newly, the obligation to provide the service of delivery of printed matter bag and universal foreign postal service for printed matter bags are no longer imposed. As in the previous period, the universal service of delivery of postal parcels up to 10 kg at national level and delivery of postal items up to 2 kg at national which are up to the metric of 35,3 x 25 x 2 cm and up to 1 kg of weight are no longer imposed. The monitoring report also informs about the obligations of online platform providers under the DSA or about the new activities of the Telecommunication Academy for youth.

CTU Council has launched a selection procedure for the postal licence holder for the period from 1 January 2025 to 31 December 2029, preceded by a public consultation on the intention, prepared on the basis of the conclusions of a review carried out in accordance with Section 37(4) of the Postal Services Act. The subject of the selection procedure is the imposition of an obligation to provide and ensure throughout the territory of the Czech Republic specified universal services. The scope of the services remains essentially unchanged compared to the previous period, only the obligation to provide a service of printed matter bag will be removed. The universal services must be provided on a permanent basis throughout the Czech Republic via a network of at least 2 900 establishments.

We inform all providers of online platforms under Article 3(i) of the DSA Regulation (except micro and small undertakings) who have not yet done so that registration can be done via the online form. CTU will then check the accuracy of the completed data and enter it into the system. The registration will then be finalised by the European Commission.
